If memory serves me correct, I have only eaten twice in that restaurant and both times, I left with a not so good impression.
The first time round, was with a grp of polymates. And one of the guy's meal came only after everyone were already halfway through their meals and his order was nothing complicated that required a long time to prepare.
The second time, again the same thing happened. And like what Polarbear had mentioned, the only thing nice there is perhaps the bread, which is free flow. But hey cmon, I go there nt to just eat bread loh!!!
SO overall, I dnt think I would go back to this outlet anymore till their standards improve.

Ytd was at the Starbucks Raffles City to talk abt some insurance thingy with agent and gf. SO after we were done, gf nated to eat at the Cafe Cartel next door. So despite the poor experiences I had in the past I decided to give it one more chance. But still they disappointed me. I ordered two dishes but they only keyed in one!!! Luckily I discovered it quite early on else I would have been sitting there waiting in vain for my meal. So therefore, its proven to me that this outlet's service still is nt up to standard and needs lots of improvement.

When Cafe Cartel first appear in Singapore, I used to go there quite often cos the reasonable price and good food. However, its standard in both service and food started to go downhill and I did not go so often already.
The service was quite bad as usually had to go in and look for my own seats. Had to wait for the waiter to take the order and it is very difficult to get hold of the very busy waiters, maybe there are understaffed. They usually will forgot one or two orders and had to wait for a very long for the food to arrive or the dessert will arrive earlier than the main dish itself.
Once I ordered chicken cutlet (forgot the actual name of the dish) and when it arrive, the small piece of chicken is coated with a very thick layer of flour and the inner portion was uncooked due to the thick layer.
The food are the usual stuff nothing impressive. The only impressive thing are the free bread! But then it is not enough to make me go back.

The food served at these outlets are definitely not for dieters as most of the items in their menu are meaty and deep fried. We ordered their Grilled Dory Fish in Sambal Sauce, Baked Beef Lasagna and Waffle with Ice Cream.
The dory fish was well grilled and with the sambal sauce topping, it was a perfect combination. The inner meat was soft and not dry. The sambal sauce was not spicy but tasted just right with a slight sweetness. We only wished that they could have given a bit more to spread over the whole piece of meat.
We were told that after the first taste of their baked beef lasagna, you may never have enough of it. The lasagna has just the right proportion of tomatoes, cheese and beef layered evenly. And it is best to eat it while hot as the melted cheese would become hardened if you leave it un-eaten for a long time.
Lastly, the waffle was served with two scoops of ice-cream. The waffle was warm and with the ice-cream slowly melting, it made it easier to spread the maple syrup and eat it sinfully.
Unless you are not afraid to add another kilo to your weight, give this place a try as the portions served are relatively big and with the free flow of freshly baked bread and butter spread, you will come back for more.
