I had a chance to go Toronto 3 times, so Niagara Falls was one of my must-go weekend getaway. I went to Niagara Falls, once in Sept when it was just about to get cold and once in April when the snow have almost stopped totally.
In September, I get to go down to take the boat (Maid of the Mist) and feel the waterfall for myself . Of course not go under the waterfall, else the boat will capsize. The boat just stop a short distance from the foot of the waterfall and you can feel the wind/power of the water falling down. This power will actually turn into mist and falls as rain nearby.
In April, the boat does not operate (for the whole winter). But the view of the waterfall is totally different. In the cold (I have to put on wintercoat and my legs were cold still beneath the jeans) the waterfall look just like a delicious Tiramisu ice-cream.
See the pictures and if you are impressed, I am sure you will be amazed when you are there physically.
I was told that if you go to the Niagara Falls from the American side, your view is not as good, but you get to go down the wooden stairs (not during winter of course) to feel the waterfall.

oh! you are talking about the town nearby. yes, the day tour includes a visit to the town. we bought ice wine and ice wine jam from there.
